The Harbor Line Task Force was created by the Downtown Seattle Association to review the question of moving the harbor line westward between Piers 48 and 70, along the central waterfront. The group considered both city policies and regulations imposed by the state Department of Natural Resources. Subcommittees on policy and economics tackled specific issues relating to the task force's charge. The task force consisted of members from the City of Seattle, the Port of Seattle, the Department of Natural Resources, the League of Women Voters, and the downtown business community.
