Scope and Contents Note
Minutes, agendas, and background information for the Labor Relations Policy Committee from 1988 to 2003, with a gap for the years 1998-1999. Also included is information on retreats from 1990 to 1996. Issues addressed include early retirement options, employee retraining, and contracting out work. The Labor Relations Policy Committee plans and adopts the strategy or position to be taken by the City to fulfill its obligations during the course of any collective bargaining, professional negotiations, or grievance or mediation proceedings, and reviews the proposals made in those negotiations or proceedings while in progress. The Labor Relations Policy Committee (LRPC), established in 1978, serves as the City management team for labor agreement negotiations. The LRPC establishes the City’s bargaining parameters and any changes to those parameters that become necessary during the course of bargaining. The City’s Labor Relations Director and Labor negotiators, employees of the Department of Human Resources, conduct negotiations on behalf of the City. LRPC includes all members of the Executive Labor Committee chosen by the Mayor and the City Council’s five members of whichever Council committee oversees labor issues. City Council and the Executive have joint authority in establishing the terms of the City’s collective bargaining agreements before they are negotiated and before a tentative agreement is reached with the union. Collective bargaining agreements must be approved by ordinance.
