Established in 1987 by Resolution 27702, the Kubota Gardens Oversight Committee was charged with providing community review and recommendations to the Parks Department in planning for use and development of the Kubota Gardens site. Members were appointed by the Mayor and City Council and were to include members of the neighborhood near the site as well as those with expertise in architecture, horticulture, and relevant social and cultural factors.
