Appointments and Oaths of Office
Samples of appointments and oaths of office for officials, employees, and board/commission members whose positions required this formal process. About half the oaths are for "special policemen," who were often people who worked in amusement places or taverns, or who handled money or valuables as part of their jobs. Large numbers of special policeman and emergency patrolman appointments were made during periods of labor unrest such as the 1919 general strike.

City Learning Team Records
Correspondence, evaluations, reports, and statistics regarding a project designed to decrease the ninth grade drop-out rate at Seattle high schools. City employees were recruited to be tutors. The goals of the project were to decrease the drop-out rate by ten percent, raise student grades to 2.0 so they could participate in school activities, and to assist students in earning a minimum of five credits so they could enter tenth grade with their peers.

The survey, carried out by the Load Forecasting Section, covered two concerns: energy costs and plant characteristics, and economic characteristics. Among the customers surveyed were Bethlehem Steel, Olumpic Foundry, Seattle Times, Rainier Brewery, Aitron, and Darigold.

City Officials Project
This project was designed to compile lists of all department heads and elected officials, including dates of service, from creation of a City agency to the present. Completed lists include Mayors, City Council, City Attorney, Comptroller, Treasurer, Police Chief, Parks Superintendent, and Superintendent of Lighting. Also included are notes from City Charters relating to City officials and departments.

City Seal Documents

City Treasurer's Record of Taxes Collected
Record of 1892 city taxes collected between October 1892 and March 1893. Includes date collected, name of individual, and amount of city tax and grade tax.

Claims Log
Log maintained by City Council for claims against the City. Includes date, person or corporate entity filing claim, claim number, and nature of the claim. CLEA Newsletter
Monthly publication published by City Light and the Employee Association with departmental and employee news. Illustrated. The City Light Employees' Association (CLEA), began in 1937 as a non-profit organization administered by volunteer employees for the employees of City Light. Its purpose is to promote employee morale by offering activities and discount benefits to its members.

Commission of Fifteen Freeholders Records
The Commission was established to draft a new City Charter and submit it to the electorate. Records include minutes of Commission meetings, a copy of the proposed charter, and internal committee assignments. The proposed charter was defeated.

Comptroller Audits
Reports and working papers compiled by the Comptroller's audit staff. The Comptroller had responsibility for conducting fiscal audits and in 1981 created a separate division for that function. Subjects of the audits were primarily consultant contracting, cash handling, concessionaire contracts, public corporations, and general accounting procedures. In 1992, the Audit Division was transferred to the Legislative Department and became the Office of the City Auditor.

Council Bill Logs
Numerical log or register of Council Bills arranged in three forms. Early logbooks (1898-1922) include Council Bill, title, and date of introduction. A card file (1906-1954) contains CB number, ordinance number if applicable, title, reference to City Council minutes, and disposition of the bill. Current logbooks (1955-present) include CB numbers and titles, ordinance number if applicable, committee referrals, reading dates, and disposition.
Council Bills
Council Bills are prospective ordinances processed by the City Clerk for introduction to City Council. If passed and signed by the Mayor, they become ordinances; if not passed, they remain Council Bills. This series contains only Council Bills that did not go on to become ordinances. Bills from 1890-1906 are arranged in two-year series with duplicated numbers. From 1906, arrangement is numerical.

Roll of delinquent 1892 taxes for the City of Ballard. Includes name, property description, total valuation of real property, total delinquent tax, and if applicable, sewer fund tax, interest due, penalty for delinquency, and cost of advertising delinquency notice. Also includes date of payment. All outstanding delinquent taxes were forgiven in 1923 by Ordinance 45744.

Record of delinquent taxes on real property for the years 1873-1884 and 1889-1890. Includes owner's name, legal description, year assessed, original tax, total tax collected, and sales information when property was sold to satisfy delinquent taxes.
