Petition of E.A. Stetson and others requesting the Mayor and Common Council to overturn the fine imposed upon L.E. Ackley for riding his horse on the sidewalk on Washington Street. Petitioners argued on Mr. Ackley's behalf that while hurrying to "meet other horseman who were to accompany him on a trip up White River... he found that the excavation for the new sewer had rendered Washington Street, from Second to Commercial, uterly impassible." The petition was rejected.
