H. Haggenmaker asked the Council to allow him to continue operating his saloon under one liquor license. He claimed that even though the saloon had two bars on separate floors it was still a single business. The Committee on License and Revenue reported that it was in fact two separate saloons and that his petition should be rejected.

Petition by Seattle Lumber and Commercial Company to lease a portion of Railroad Avenue. Committee on Fire and Water reported unfavorably to petition.

Eleven-page report of the Committee on Fire and Water to the Mayor and the Common Council recommending the requests of the Chamber of Commerce concerning the water supply be rejected. The Committee was critical of Judge Lewis and presented a history of water supply issues in the City. The Committee also discussed how hard the current Council had worked. "There is hardly a member who has not devoted a very large portion of his time and ability to the duties of his office. The members have in addition to their strictly legislative duties done all the work which will become the duty of the various board being provided in the new charter. The have filled every executive position from engineers down to policemen. They have seen, while in office, the population double and the work of the Council increase at twice that ratio. This council has done more real work during the past year than all the preceding Councils put together."
