Several railroad companies petitioned the Council to repeal Ordinance No. 2790. That ordinance required the railroad companies to erect and maintain arc lights. The companies claimed that they could not afford to erect the lights due to the depressed state of business. The House of Delegates resolved to suspend the ordinance for six months.
