A petition was submitted requesting that the City lower the water level of Lake Washington. The petitioners hoped that lowering the lake would improve the City's water supply by giving it access to fresh water from the Cedar River. The City resolved to lower the lake by means of a canal between Lake Washington and Lake Union. It planned on either purchasing a canal owned by the Washington Improvement Company or constructing its own canal.

The Chamber of Commerce expressed its support for a bill in the U.S. House of Representatives granting support to the Washington Improvement Company's construction of a ship canal between Lake Union and Lake Washington.
