Scope and Contents note The Interdepartmental Neighborhood Coordinating Committee (INCC) was created in the Office of Neighborhoods in 1988 with a broad mission of coordinating departmental responses to neighborhood needs. The mission was later narrowed to focus on improving citizen access to City departments.
