The Clerical Department was established by the 1890 City Charter and incorporated the duties of the City Clerk. The Clerk maintained the complete record of City Council meetings, had custody of public records filed with the City, and the original rolls of ordinances. The 1896 City Charter designated the Comptroller the ex-officio City Clerk. This provision effectively abolished the Clerical Department although it remained a Department in name until abolished by the 1946 City Charter.

Correspondence relating primarily to Council support functions of the City Clerk. The bulk of the material is outgoing correspondence reporting on actions taken by City Council. Principal correspondents include the Board of Public Works, City Comptroller, Corporation Counsel, and Reginald H. Thomson, then City Engineer.
