Historical Note
The Clerical Department was established by the 1890 City Charter and incorporated the duties of the City Clerk. The Clerk maintained the complete record of City Council meetings, had custody of public records filed with the City, and the original rolls of ordinances. The 1896 City Charter designated the Comptroller the ex-officio City Clerk. This provision effectively abolished the Clerical Department although it remained a Department in name until abolished by the 1946 City Charter.
