Ordinance Indexes
Scope and Contents note
An automated index is maintained by the Office of the City Clerk. It includes ordinance title, council bill and ordinance numbers, date the bill was introduced, the date it was passed, the date the mayor signed it, and the City Council committee that reviewed the legislation. From 1995 forward, the index includes searchable full text of the ordinance. The old manual back-up indexes date from 1884-1992 and are found in two formats. Three volumes index bound/engrossed ordinances for 1882-1984 beginning with ordinance 255. Volumes 1 and 2 include subject, ordinance number, volume and page. Volume 1A has an additional section with a few specific subject headings related to City functions and services (e.g., Nuisances, Pound, Sewers, etc.). A card index covering 1909 - present is divided into seven sections: firms and corporations, funds, general subjects, named streets, plats, individuals (discontinued), and unplatted land. The cards also index resolutions and council bills and to a limited degree, related Comptroller Files.

Historical Note
The City Clerk maintains the City's legislative records, official filings, and the Seattle Municipal Archives; keeps the minutes of City Council meetings; and provides information services to City agencies and the public. Seattle's first City Charter allowed for a Clerk of the Common Council to be elected by the Council. In 1875 the position of City Clerk became elective and remained so until 1896 when the new Charter designated the Comptroller ex-officio City Clerk. The Comptroller served as City Clerk through 1992. A 1991 City Charter amendment transferred the Comptroller's function to the Department of Finance and the City Clerk's Office became a division of the Legislative Department effective in 1993.
