Scope and Contents note
Correspondence and testimony regarding Seattle City Council's consideration of the Sanctuary City resolution to provide for refugees from Central America. The resolution passed in January 1986 declaring Seattle a city of refuge. It was repealed by voter Initiative 30 in November 1986. Records include some correspondence in Spanish.

Historical Note
The Office of International Affairs was created in 1986 as an office of the Executive Department. It represented the City's interest in international activities related to the Sister City program, protocol for visiting international dignitaries, international trade and tourism, and Seattle's Consular Corps. The office was incorporated into the Office of Intergovernmental Relations in 1992.
