A documentary about Seattle City Light as a "municipal enterprise in whose operation every citizen has a voice" and (at the time of production) had "some of the lowest rates in nation." The film details the history of development at Seattle City Light told through photographs, ephemera, maps, and film footage. Dedicated to J. D. Ross "Father of City Light."
Footage includes construction of various City Light projects, shots of Downtown (including night footage which includes neon signs for Hotel Rector and Corona typewriters), and various City Light facilities. Briefly at the beginning, there is footage of J. D. Ross and his wife, Alice M. (Wilson) Ross.

In the first half of this century, City Light grew from a single customer and a pair of small generators to a great public enterprise...Today the people of Seattle enjoy some of the lowest rates in nation...
This film does not attempt to extoll any one person involved in the success of this great venture...those are great stories in themselves...However, one man's name stands out as a symbol...J. D. Ross, "the father of City Light," the idealistic simple souled genius who gave his life to his people...Seattle City Light respectfully dedicates this film to his memory.
