One-hundred fourteen residents petitioned for a sewer system on Rollin Street and that the City should pay for the sewer. The petitioners stated their district than any other without sewerage and "that in consequence of the swampy condition of a large part of our district, it having a clay subsoil, we suffer greatly from want of sewerage." It was to be constructed from the intersection of Seventh and Olive to the intersection of Rollin and Republican Streets according to Benezette Williams' plan. An estimate of the cost was $534.020.00.
