Report submitted to the Board of Public Works by the Superintendent of Water Works and the City Engineer regarding the "projects, plans, and partial construction of the water works and sewer system for the City executed by Benezette Williams." The report stated that the gravity system designed by Williams was "the most feasible and comprehensive route and the lands and methods of construction proposed are of the less expensive type." They suggested hiring Williams back as a consulting engineer for the project.
