Communication from Harry White to the Committee of the whole regarding his opposition to Benezette Williams' plan for Seattle's water supply. His message is in the form of a newspaper clipping. White argued that the City needed a sewer system as well as a water system and but argued that "this great water system would stand out in bold relief as a gigantic financial blunder. We must have a better water supply, but it does not follow that we must go to Rock creek or Cedar river to get it." White's solution was to use Lake Washington for the City's water supply.
